This ship was first seen in the episode ENT: "Precious Cargo" as a Retellian Freighter. The same ship type was later used by a Romulan Drone Ship to disguise itself as a Tellarite Freighter in ENT: "The Aenar". It is possible that each of the two races are the builders of this ship and the other race only uses the same ships bought from the other one. But i think it is a Tellarite design. The Romulans wanted the Drone to look like a Tellarite ship and therefore they wouldn't have picked a design the Tellarites only use from another species. Also, the Tellarites are a major species, at least they are a later founding member of the Federation, while we never heard anything from the Retellians again. The size is a rough estimation, based on the design sketch by John Eaves, where it is depicted alongside an NX Shuttlepod for scale.
